There's a tendency to describe characters who make hard decisions and know they can't fix everything without risk or sacrifice as "morally grey" but that's mistaken I think. You could be 100% *morally* dedicated to the best outcome for the most people, or the least harm to the most people, and still know that realistically it isn't going to be a perfect outcome for everyone and no harm to anyone.
